Definition#

Baggage reconciliation is the process of verifying that every checked bag loaded into an aircraft's cargo hold corresponds to a passenger who has actually boarded the flight. Unmatched bags must be removed before departure.

Why It Matters Operationally#

Baggage reconciliation is a fundamental counter-terrorism security measure mandated by ICAO Annex 17. It can cause departure delays if passengers check bags but do not board. Automated systems (BHS with RFID/barcode) speed the process.
